Japanese media always report the significance of the 2% of the benefit fraud but ignore the 80% that are not receiving the allowances that they were qualified to. In November 2013, a woman (31yrs old) was found starved to death in her apartment. Four years ago, she had talked to public assistance for help but was eventually not allowed to receive allowances. There are many more cases like this and it is sad how the problem is revealed only after someone's death. It is ironic to see that public assistance, originated to support the ones in need, are not functioning well to meet its primary purpose.
